At this time, Zendesk macros aren't able to add CCs to a ticket. This has been requested by many Zendesk users in a variety of different community posts and comments, such as this one: Add non-agent CC in Macros.
For that reason, we have added the ability to add CCs via macro with our Extended Macros App. You can view it in the Zendesk Marketplace here, or read more about the features in our Help Centre article.
